Putting a Train Horn on a Scooter

Some guy took the giant horn off a railroad crane and put it on his scooter. Why? Because it was there. Why not? He had to use a refillable fire extinguisher (which he bungied on to the scooter) to get the 100psi needed to power the air horn.
